  * Safety checks, new functions
  if_ecl.lisp:
  Added lots of safety checks to the Lisp VIM functions.
  Shadowed cl:close.
  Added vim:wincmd, vim:close, and vim:close!.
  if_ecl.c:
  Exported vim:window & vim:buffer.

I wanted to commit my ecl-slime changes too, but they're really not ready yet. :(
